1. Download and install virtual audio cable: https://vb-audio.com/Cable/

2. Download and install VLC media player.

3. Start up VLC media player, go to Audio > Audio Device and select "CABLE Input (VB-Audio Virtual Cable)" as the output device

4. In Steam, open up the Friends List Settings menu and click on te "Voice" option. In the "Voice Input Device" dropdown menu, select "CABLE Output (VB-Audio Virtual Cable)".

5. Play your desired audio in VLC, then press your voice chat key in TF2 to micspam.
